Britain Work at Home Numbers Low

Personnel Today reports that workers in Britain have the second lowest number of people working from home. 2003 research shows that 52% of Europeans work from home, with 1/3 working from home every day or several times per week.
The report states that just 48% of Britons work from home, compared to 52% of other Europeans. The country with the lowest number of work at home employees is France with 43%.
January 2009 Update: I wonder what the percentages are for work at home in Britain now.
I've read and posted a lot of work at home articles in recent years, and many of them are from British publications reporting on the growth of work at home. Or just random, various work at home reports. So I think the number of work at home employees is probably pretty high now!
